State Govt committed to start medical college soon: CM
NEW DELHI, Oct 07: Union Health & Family Welfare Minister J P Nadda issued strict instructions to HSCC to complete the validation process of DPR within 15 days by drawing members from CPWD and State PWD so that the 500 bed hospital project at Naharlagun doesn't suffer. His directives came when Arunachal Pradesh Chief Minister Pema Khandu called on him here this afternoon.
CM informed the minister that state is committed to start academic session of Tomo Riba Institute of Health and Medical Science during 2017-18, as the people of Arunachal Pradesh are eyeing the institute as a status of pride. CM requested union minister's intervention for relaxation of MCI norms for recruitment of faculties so as to enable the state government to man the faculty posts, as far as feasible, with the present specialist doctors working in Arunachal Pradesh Govt. He also pleaded to put a word to AIIMS and NEIGRIHMS to help the first medical college of the state operationalize.
While informing about 5 district hospitals being up-graded to Zonal General Hospitals, CM requested the Ministry to consider for infrastructure development and equipment procurement for these zonal hospitals for which proposal has been prepared by the HSCC.
He sought for a direction to Nursing Council of India from the ministry to recognise Nursing College and schools of the state so that the Diploma/Degree holders from these institutes could serve in the state and also seek placements outside the state in super speciality hospitals.
Nadda assured all out support to the state and said he would soon visit Arunachal Pradesh to organize a day long workshop on health related schemes. CM was accompanied by Health Minister Jomde Kena, Chief Secretary Shakuntala D Gamlin, Dr. R Doye Joint Director, Medical Education and Dr. D Bagra during the meeting.
Two arrested for hunting deer
ITANAGAR, Oct 07: Two persons were arrested for hunting deer in D Ering Wildlife Sanctuary by wildlife patrolling team recently and handed them over to police.
Two hog deer, one 12 Bore SBBL gun and two live cartridges were seized from their possession.
The wildlife hunter duo was booked under section 30, 51 and 9 of Wild life (Protection) Act, 1972 and section 27 (1), 27 (2) of Arm Act 1959.
Meanwhile, DFO (W/L), Pasighat has alerted all the staff posted under D Ering M Wildlife Sanctuary to keep strict vigil on such wildlife poachers/hunters.
Prominent health care orgs agrees to step in for improvement of state's health sector
ITANAGAR, Oct 07: Renowned health care organizations have agreed to extend all kind of support for improvement of health delivery system in Arunachal Pradesh, when Health Minister Jomde Kena met the representatives of reputed healthcare organizations and Public Sector Undertakings (PSUs) such as ACCESS Health International, a New York based international healthcare organization, Public Health Foundation of India (PHFI), and Telecommunications Consultants India Limited, (TCIL) at New Delhi on Thursday.
During the meeting, Country Director of ACCESS Health International India, Siddharth Bhattacharya and Project Coordinator, Rohini Kalvakuntla agreed to provide the long term technical support to Arunachal Govt in the public health initiatives. The Country Director also agreed to send a representation to the state in November next to finalize the project proposals.
PHFI also agreed to support the training programmes for doctors related to the management of high blood pressure, gestational diabetes, thyroid and evidence based diabetes in the state. PHFI further agreed to provide technical support for strengthening of health care facilities which are being run by the PSUs like NHPC and others in the state. Among others, PHFI, Director Training, Dr. Sandeep Bhalla attended the meeting.
Similarly, Executive Director of TCIL Atul Rastogi agreed to initiate steps for the implementation of Telemedicine project in Arunachal.
On his part, Kena assured all the necessary support from his government to the organizations that are eager to extend support to improve the present health scenario of the state. The Health Minister was accompanied by the state health officials Dr. R. Doye (Jt. DHS, DME), Dr. D. Bagra, OSD to Minister Health and Dr. R. Dodum, Public Health Specialist, NHM.
863 GPs will be covered under Bharatnet in first phase
NEW DELHI, Oct 07: Union Minister of State for Tele-Communication Manoj Sinha revealed that a total of 863 Gram Panchayats of Arunachal Pradesh would be covered under Bharatnet in its first phase by March 2017.
Sinha informed this to Chief Minister Pema Khandu when the latter requested Sinha to strengthen BSNL and expand its reach to every nook and corner of the state during a meeting in New Delhi on Friday.
"Ministry of Communications is committed to carry out all the communication related works in the state on time bound manner," assured Sinha.
Earlier, Pema had a detailed discussion with Union Minister of State on the way forward in removing the telecommunication bottlenecks.
Pema stressed on maximum use of IT for delivery of services across urban, semi urban and rural Arunachal Pradesh to ensure that the state leapfrogged from current status towards a fully developed state.
He requested the Minister to consider for allowing flexibility to Arunachal Pradesh to quickly implement BharatNet (Phase 3) as per State Led Model with financial Assistance from Central Govt. besides, implementing Govt. of Andhra Pradesh model (With IP Based Aerial Model) customized as per feasibility within the topology of state.
He also sought assistance from the ministry in exploring utilization of alternate technologies, like Wireless Radio and WIFI to connect low household GPs or remote locations wherein Fiber/Electricity Distribution Network is not feasible.
The CM was accompanied by Chief Secretary Shakuntala D Gamlin during the call on.
APSACS orientation training on HIV/AIDS
ITANAGAR, Oct 07: Arunachal Pradesh State AIDS Control Society (APSACS) organized one-day orientation training on HIV/AIDS for In-charges of Red Ribbon Club cum NSS programme officers from 25 colleges and Rajiv Gandhi University at Naharlagun.
APSACS Project Director Dr. R. Rina appealed to NSS programme officers to encourage youths and NSS volunteers to shoulder responsibilities in prevention of HIV/AIDS in the state. He informed how the Red Ribbon Clubs in the universities and colleges are actively involved in spreading information on safe sex practices to prevent HIV and AIDS under National AIDS Control Programme.
Senior Dermatologist of Tomo Riba State Hospital Dr. B Riba explained in details about common Sexually Transmitted Infection (STI) and about the relationship between STI and HIV/AIDS.
APSACS Deputy Director (BSD) Dr. Annong Borang gave presentation on HIV counselling and testing, care, support and treatment of people living with HIV/AIDS.
Chairman of Arunachal Vivekananda Yuva Shakti, a voluntary Blood Donor Organisation Ramesh Jake explained the need of blood donation. He motivated NSS programme officers to organize blood donation camps in their respective university and colleges.
APSACS Assistant Director (Youth Affairs) Koj Tara highlighted on Red Ribbon Club and roles and responsibilities of Directorate of Higher and Technical Education and State AIDS Control Society in controlling HIV/AIDS among youths and college students.
Later, he explained the details about Red Ribbon Club manuals for the teachers.
Dr. V.N. Sharma, State Liaisioning Officer, Directorate of Higher and Technical Education urged NSS Programme Officers to pass on the message to the youths and NSS volunteers, whatever they have learned in the training. He also requested NSS Programme Officers to render selfless services and to co-operate with APSACS in prevention of HIV/AIDS and promotion of Voluntary Blood Donation.
FPS dealers demand release of margin money, threaten to discontinue PDS supply

PASIGHAT, Oct 07: The Fair Price Shop dealers of both East Siang and Siang districts have appealed to the state government to release the pending bill with enhanced margin money immediately. Informing that margin money for last six months is yet to be cleared, they have also threatened to discontinue the supply of PDS items by this month of October if their demand is not fulfilled by the authorities at the earliest. This decision was taken in an emergency meeting of the Fair Price Shop Welfare Association (FPSWA), East Siang district along with representative from FPSWA, Siang district at Solung Ground here on Wednesday last.
“A general meeting for implementation of National Food Security Act 2013 held at DC office in April last in presence of Fair Price Shop dealers/runners and Govt officials. We were told to continue the supply of PDS for three months without margin money as discussion was going within government to enhance the margin money of fair price shop from Rs. 120 to Rs. 143 per quintal. In this regard, we had also submitted a representation to DC for early release of the pending margin money after passing of three months, but no measures are taken by the government yet”, said worried East Siang district FPSWA president Apaying Perme.
Workshop on Digital India Land Record Modernization prog held
ITANAGAR, Oct 07: A workshop on Digital India Land Record Modernization programme (DILRMP) was held in the Conference Hall of the Deputy Commissioner Itanagar Capital Complex, wherein DC Sandeep Kumar Singh asked all the stakeholders, especially the field officers to take advantage of the workshop and to extend their help and cooperation to the implementing agency Tajuk Technologies Pvt.Ltd.
As a measure of pre survey activity, the DC asked the officials from TTPL to prepare a comprehensive micro plan through which training could be given to all the field officers and staffs of Land Management at the earliest. The DC stressed that whenever any survey work is to be carried out, the confidence of the people should be taken into account and all the stakeholders including the Officials from Town Planning, Forest etc should work together for the successful implementation of the project. He also informed that the process would also enable all the land holders to obtain LPC and error free land record.
The main objective of the DILRMP is to develop a modern, comprehensive, transparent land record management system with an aim to implement conclusive land titling system with title guidance, informed Timoty Taba, Vice President TTPL.
The team of TTPL explained the entire process of DILRMP, its advantages, shortcomings, challenges etc through PowerPoint.
Digitization of Land Records would not only provide a transparent land record but also help in proper demarcation of land that will provide a comprehensive database for planning developmental, regulatory and disaster management activities by providing location specific information, they said,
The team also presented a short video of the said project in Haryana which is the first state in the country to successfully digitalize the land records in all the districts.
They explained the various stages of survey which would be required during its implementation such as pre survey, survey and post survey activities.
The ultimate goal of the DILRMP programme is computerization of land records to provide a transparent land management record system and in Arunachal Pradesh, Papumpare, Lower Subansiri and East Siang have been earmarked for the implementation of the project on pilot basis. DIPRO
Govt Model Degree College inaugurated
ROING, Oct 07: Government Model Degree College, Jemi Notko in Lower Dibang Valley district was inaugurated at a temporary site at Muga Silk Farm, Jia by Parliamentary Secretary (WRD) Gum Tayeng on Friday.
In her inaugural address, Tayeng lauded the Government's endeavour and public support for uplifting the education sector in the area. She hoped establishment of the college will benefit the poor student mostly as they will be able to pursue education with minimum cost at their door step.
She urged the teachers, parents and students to shoulder the responsibility for the growth of the Model College. She also requested the student to abstain themselves from using drugs in any form and advised them to put their best efforts in study to become a good citizen.
She informed that one college bus for students and staff has been provided by Transport Department which will be operating soon.
Secretary Education Bidol Tayeng while conveying the message of Education Minister Honchun Ngandum informed that all other shortcomings and needs of the college are being taken into consideration and the Government is committed for all round development of the area.
Taking serious note over delay in execution of construction works of the college building at its permanent site at Jemi Notko, Jia he warned the executing agency to complete the works without any further delay. He urged them to utilize the fund judiciously and there should not be any diversion.
He informed that additional faculty members along with staffs will be placed soon for smooth functioning of the college.
He also briefed on pros and cons about 'non detention policy in the Education system in lower classes and highlighted its long-term impact on children's education.
Deputy Commissioner Deepak Shinde spoke about the support needed for speedy growth of the college, particularly during its initial stage. He urged all, including PRI members, public and students to extend cooperation to the authority for speedy growth of the college. He also urged the students and teachers to bring academic excellence in coming future.
Director of higher & Technical Education Dr. Tejum Padu informed that books and laboratory items is ready for college to be distribute and sought a list of items and equipments for Geography laboratory.
Principal Munshi Tayeng briefed on the recent activities and about the strength of students and faculty members. All together 67 students have enrolled for this academic session, he said.

DC calls for concerted efforts to conserve wildlife
ZIRO, Oct 07: Lower Subansiri Deputy Commissioner Kemo Lollen called for concerted efforts from all the stakeholders to protect and conserve wildlife.
Addressing the gathering after flagging off a "walk for wildlife" organized by Hapoli Forest Division as part of wildlife week celebration here on Friday, he called for judicious use of natural resources to maintain balance in the eco system saying that "Mother Nature can meet all our needs but not our greed."
The Forest department has a larger social responsibility in educating and mobilizing the common masses for protection and preservation of the flora and fauna, the DC said.
Highlighting few nature based activities, like Buttery fly meet, bird watching and Eco camps initiated by the NGOs, Lollen said that such activities not only increase the tourist inflow to Ziro but also acts as a catalyst to draw attention to the protection of ecosystem .
The Forest and the Tourism Departments have to coordinate and collaborate with each other to propel tourism in Ziro and make it a biodiversity hotspot, he said.
He donated two sets of walkie talkie and solar panels for Pange Reserve Forest from his own sources.
Superintendent of Police Tage Habung called for urgently putting a stop to unscrupulous hunting of wild animals and birds.

Various activities like slogan competition, eco camp among the school children were organized at Pange Reserve Forest in collaboration with Ngunu Ziro to generate awareness about the importance of conservation of wildlife, maintenance of the eco system, the DFO informed.
Further, the school children will be taken across plant nurseries and medicinal plantations gardens to get a firsthand knowledge of plant management on October 8.
"Children are the most important aspects of understanding the means and purposes of celebrating the wildlife week. This way we would be able to change the entire human mind someday," she reasoned on involving the school children for various activities.
Later, prizes to the winners of slogan writing and participation certificates of eco camp were awarded by the Deputy Commissioner at Abotani Hall.
RFO Reddi Bei of Talle Wildlife Sanctuary also spoke on the occasion.
The "Walk for Wildlife" was to draw people's attention towards the importance of conservation of wildlife.
The walk covering a distance of 2 km witnessed enthusiastic participations from HoDs, administrative officers and representatives from various NGOs and biodiversity management committees, PRI members, police personnel, forest officials and students from different schools.

BJYM burns effigies of Kejriwal, Sanjay Nirupam
ITANAGAR, Oct 07: The State unit of Bharatiya Janata Yuva Morcha (BJYM) on Friday burnt the effigies of Delhi Chief Minister Arvind Kejriwal and Congress leader Sanjay Nirupam for their 'irresponsible' comment of recent surgical strike conducted by Indian Army in PoK.
They vehemently condemned both Kejriwal and Sanjay Nirupam for insulting Indian army by raising doubt on the surgical strike.

Taka Tamut among Korean expedition team
ITANAGAR, Oct 07: Taka Tamut of Arunachal Pradesh is among the Korean team members for the Mt. Mera Peak (21,247 ft) international mountaineering expedition, which was flagged off by Director of Youth Affairs DK Dinglow on Friday.
The Deptt of Youth Affairs after bifurcation from erstwhile Directorate of Sports and Youth Affairs have already organized one Mt. Stok Kangri expedition by five Arunachalees with Dr. KR Meetei as leader and successfully accomplished the expedition.
Also, an IMF Women Mountaineering Expedition for Mt. Gorichen was flagged off on September 29 by Chief Minister with Anshu Jamsenpa as team Leader.
The Directorate of Youth Affairs has already prepared Youth Policy and Mountaineering Act which got Cabinet approval in principle.
The Dept.of Youth Affairs intends to popularize the mountaineering, water sports and aero sports for meaningful involvement of youths thereby generating employment opportunities to the youths.
The youth policy provides revenue generation for the State Exchequer by levying royalties to the expedition team who would be coming to Arunachal Pradesh for mountaineering expedition in future.

World Mental Health Day is celebrated every year on 10th October to raise awareness about mental health issues around the world and mobilize efforts in support of Mental Health.
This field of mental health faces many challenges like lack of knowledge, lack of awareness and superstition. All these factors often lead to blockage in proper treatment and cure for mentally ill. The attitude of the public and patients themselves are another challenge in seeking treatment for mentally ill.
The word 'mental' itself is stigmatized and many even crack jokes upon mentally ill and also specialist treating them. This kind of stigma often leads to lack of respect, rejection and cold shoulder toward mentally ill people.
Various types of mental illness are witnessed all over the country like schizophrenia, bipolar, anxiety and depression. The most common form especially in our state are Alcoholism and Substance Abuse, though there is no official estimates to get data on mental illness and mental health related problems due to lack of funding in the state.
The theme for this year's World Mental Health Day is "Psychological First Aid" and the support people can provide to those in distress. The principle of first aid is that all or any of us may need to step in to help when someone needs it, and help them to see if they need further professional help. It can start from our close ones, family, friends or colleagues.
We need to identify, understand and empathize with people having psychological problems. For any physical illness we provide first aid to the person in pain or injury and also we keep a first aid kit/tool for any kind of emergencies in our home, workplace etc. So, why not do the same for mental illness? We all should know that physical health and mental health are equally important for leading a good quality life.
A helping hand, some words of reassurance and providing with hope, empathetically listening to their problems without being judgmental, assessing for any kind of self harm behaviors and helping them to seek professional help can bring a lot of change in the person with mental illness.
Since, it's the week of Mental Health Awareness's (4th to 9th Oct), we all should try to gain more information about mental health related problems and motivate ourselves to atleast help someone in need, let's not judge them or give them names and make fun. Let's spread a message to talk openly about mental Health, since the more we talk openly about mental health the more stigmas attached to it will reduce."Break the silence and free the Stigma".

NGO conducts health camp and career counselling
ITANAGAR, Oct 07: Gumin Hoin Education Foundation of Ubu Bango, a Aalo (West Siang) based NGO had conducted free health camp at Government Secondary School, Nikte in collaboration with the Indian Medical Association (IMA) of Arunachal Chapter, Lions Club Aalo, Ramakrishna Mission Hospital Itanagar and Army Dental Unit of Aalo on Oct 1st, 2016 .
Altogether 800 hundreds patients were benefitted in the free health camp. Hearing aid, walking sticks, wheel chair and medicines were provided free to the patients. Hepatitis B screening, eye test and dental ailments were also conducted. On the next day, around 50 eye patients were operated at General Hospital, Aalo by a team of eye surgeon led by Dr. Lobsang, Eye Specialist of RKM Hospital Itanagar.
With objective to encourage and guide the students, the Gumin Hoin Education Foundation of Ubu Bango and Ubu Bango Students Union conducted Educational Motivation and Career Counselling programme at same school. Deputy Director of School Education (DDSE) West Siang Tumto Lollen while attending the programme distributed basic books on Galoo Ennam to the Headmaster and Head Teachers of various schools of Ubu Bango to be introduced in Class VI during current academic session.
During the programme, Pokir Sora Academic Excellence Award/2016 (2nd Edition) and Mopu Sora Arts and Literary Excellence Award/2016 respectively were awarded to the excellent.
Later, Arts and Literary competition for Mopu Sora Arts and Literary Excellence Award/2016 were started from 5th September/2016 (Teachers Day) in Drawing & Painting and Poem Recitation in Primary School level; Patriotic Song, Essay Writing and GK competition in Upper Primary School level and Debate , Extempore Speech, Essay writing and GK competition in Secondary School level of Ubu Bango.
Dr. Takop Jirdo, Chairman of Galo Language Development Committee and his team members imparted basic lesson to students and public on modified Galoo Ennam(writing). Huge responses from Students, Educated un-employed youth and the Parents were recorded on the day.
Forum demands reservation for NE scholars in National Fellowships
ITANAGAR, Oct 07: The newly formed North-East Research Scholar's Forum (NERSF) with its head office at Rajiv Gandhi University, Rono Hills, has demanded reservation for NE scholars in National Fellowships.
Scholarship must be introduced in state universities of North-East and the duration of institutional scholarships must be increased from 3 years to 5 years, the Forum, an umbrella organization of North-Eastern Ph. D Scholars said. It further said that there should not be any scholarship discrepancy in the institutional fellowships between IITs and central Universities of North-East.
Other demands of the Forum, headed by Mrinal Kanti Deb of Tripura University, Tripura as its chairperson included, increment of Non-Net fellowship for NE PhD scholars, since NE states get 90:10 funding share from centre, compulsory participation of scholars in all academic bodies like academic councils etc. as per UGC norms and scholars exchange program among the universities within India. Further the Forum resolved that it will suggest the Union DoNER Ministry as well as government of India at Policy level in regards to development of NE region before union budget.
DC calls upon Swachhta Senani to spread the message of cleanliness
PASIGHAT, Oct07: East Siang Deputy Commissioner, Isha Khosla distributed the prizes to the winners of drawing and painting competitions on Swachh Bharat on the concluding day of the 'Swachhta Pakhwada' campaign here on Friday.
Mum Darrang of Sri Sri Vidya Mandir bagged the first prize, while Kari Riba and Kinenane Taloh, both from Siang Model School, won the second and third prizes respectively.
The drawing competition was held on Oct. 5.
The weeklong Swachhata Pakhawada was launched by the East Siang District Administration on October 1 with various activities, like mass plantation, social service at Komlighat and park, market areas and istrict Hospital, distribution of dustbins, nomination of Swachhta Senani (Cleanliness Volunteers) demonstration of low cost toilets , demonstration of compost pit.
"Our work for creating awareness on cleanliness has begun," said the DC and called upon all Swachhta Senani (Cleanliness Volunteers) to take up the message of cleanliness by covering the sectors of Pasighat.
The DC also stressed the vital role of all the stakeholders and called upon the PMC, UD, PHE, DMO, DDSE and DAO to sustain their efforts and create awareness on proper handwashing and need for sanitary toilets, to stop open defecation and also take up issues like drug addiction.

Schools get toilet blocks and drinking water stations

ZIRO, Oct 07: Newly constructed school facilities like toilet blocks, handwash platforms and drinking water stations at Government Gandhi Secondary School were inaugurated by Lower Subansiri DDSE, Yumlam Tana here on Friday amidst the presence of teaching staffs and hundreds of students.
The said structures were constructed as part of an initiative of World Vision India under Support My School Campaign in partnership with coco-cola and NDTV.
Speaking on the occasion, DDSE, Yumlam Tana lauded the NGOs for their efforts and urged them to implement similar issue-based programs with a missionary zeal. He further urged the school authorities to use the newly created assets with utmost care.
Apatani Youth Association president, Taku Chatung, who was also present further appealed people to construct sanitary toilets at home and do away with the traditional pigsty-cum-toilet as it is a source of many communicable diseases.

Lifter Kajum Taba selected for CWC
ITANAGAR, Oct 07: The Indian Weightlifting Federation has selected Kojum Taba for Asian as well as Commonwealth Weightlifting Championship (CWC) based on his excellent performances during the selection trial conducted at National Coaching Camp, Sports Authority of India's Netaji Subash National Institute of Sports, Patiala, Punjab recently.
The Commonwealth Weightlifting Championship of Junior and senior for both men and women will be held in Penang, Malaysia from October 25-29 2016, while the Asian Weightlifting Championship (30th Men & 23rd Women) will be held from November 8-16 in Tokyo Japan.
He will compete in 85 Kg category.
Currently serving as Junior Commissioned Officer (JCO) in Indian Army, the 19-year-old lifter Kojum was adopted, trained and groomed by Pune based Army Sports Institute (ASI).
Lifter Kojum wil be boarding from IGI Airport New Delhi for Penang, Malaysia on 23rd October and will return on 30th October. After a week, he will again travel to Tokyo, Japan on 7th November and return on 16th November 2016.
Binga Ete memorial football tournament begins
AALO, Oct 07: The first Binga Ete Memorial Football Tournament got off to a flying start at Aalo General Football ground on Friday.
The opening match was played between JC Bene and Tadin FC, in which the former defeated the latter by solitary goal scored few minutes before the final hooter.
Altogether 17 teams from the district are in the fray.

State Shito Ryu karate championship at Hawai
ITANAGAR, Oct 07: The 6th State Arunachal Shito-Ryu Seiko Kai Karate Championship will be held at Hawai, Anjaw from October 24 to 26.
The championship is being organized by All Anjaw Karate-Do Association and dedicated to former chief minister late Kalikho Pul.
3rd Neelam Tarin Memorial Volleyball tournament ends
ITANAGAR, Oct 07: The 3rd Neelam Tarin Memorial Trophy 2-a-side Men's Volleyball tournament concluded at Nirjuli Nikum Niya Ground, Nirjuli on Friday.
Deputy Chief Councilor of Itanagar Municipal Council Tarh Nachung, who attended the valedictory program, assured to help Arunachal Beach Volleyball Association in conducting the tournament in the coming years.
Tai Nikio, who also attended the programme, said that organization of such tournaments provide the young players an opportunity to expose their hidden talents.
Arunachal Olympic Association vice president Bulang Marik also attended the programme and witnessesed the final match.

Inter-Club badminton tourney
NAHARLAGUN, Oct 07: Tana Nama won the singles title in the 4th Kipa Tai & Kipa Menya inter-club badminton tournament which concluded at A Sector Badminton Hall on Friday.
Tana Nama beat Gungte Yangfo by 21-19, 21- 16.
The pair of Kipa Niama and D Zirdo won the doubles title beating the pair of MF Bengia and Taring Bapu in 2-0 sets (21-15 and 21-17).
The prizes to the winners, runners up, best player, disciplined player, best referee were distributed by Executive Engineer (PHED) Capital division Tadar Mangku.

Cyclone hits Boleng
PASIGHAT, Oct 07: A powerful cyclonic storm hit Boleng on October 3 around 6 pm leaving a trail of devastation.
According to Boleng ADC T Mize many public and private properties, including agricultural and horticultural gardens. were damaged in the storm. The school buildings of Government UPS Rengo, Gandhi village and KGBV and suspension bridge over Siang, which is the lifeline for the people of Mopit villagers, were also badly damaged. Restoration works as well as assessment of properties lost or damaged in the cyclone are going on. DIPRO
AAPSU election panel cautions against donation
ITANAGAR, Oct 07: Coming in fresh from his selection as the chairman of Conference Committee of the XXVth General Conference-cum-Election of All Arunachal Pradesh Students' Union (AAPSU), Suraj Tayam strongly cautioned against indulgence in donations/contribution in cash or kinds by any individual/group in the name of AAPSU.
Addressing the media persons at Arunachal Press Club on Friday, the chairman of the AAPSU Conference Committee, Tayam reiterated that, with the exception of the President Kamta Lapung and the General Secretary Biru Nasi, all the former executive members of the AAPSU stands dissolved.
Also, informing that the AAPSU caretaker President and GS has constituted a new Conference Committee with Tayam himself as the chairman and Techi Doni as the vice chairman, Tayam while reiterating the non-entertainment of any sort of donations or contributions in the name of AAPSU, appealed all to bring up any such cases with any of the above mentioned AAPSU authorities or the law enforcing agencies.
Further, informing that the new Conference Committee members have been given only about 46 days time to oversee the matters of AAPSU conference-cum-election, Tayam also appealed all the probable candidates of AAPSU to strictly abide by its norms and also maintain law and order in the run-up to the election.
DC bans plastic carry bags in Lohit
ITANAGAR, Oct 07: Taking serious view on non-compliance with the executive orders used by the district administration in the past for several times banning use of polythin carry bags by shopkeepers and public, Lohit Deputy Commissioner has decided put a blanket ban on use of such carry bags in the district.
The DC observed that waste plastic carry bags thrown everywhere are not only littering the area but also posing serious health hazards to man and animals and polluting the environment.
This order will come into force from October 10 and will remain so until further order.
Re-conduct interview
ITANAGAR, Oct 07: Alleging gross irregularities in the recruitment process of a total of 37 posts of Multi Tasking Staff (MTS) and Multipurpose Worker (MPW) under Kra Daadi District Medical Officer, the Tali block unit of Nationalist Congress Party (NCP) has appealed to the state Chief Secretary recently to initiate strict action against the recruiting authorities and to re-conduct the examination against the said posts at the earliest.
In a representation to the Chief Secretary, the Tali block NCP president, Yarda Sagma has alleged that the authorities did not conduct the recruitment in a fair way. 'As per the advertisement vide No. MED/Esst-KD/66/15-16 dated 02 Aug, 2016, the written examination was fixed for Aug 21 and 22 for general knowledge and mathematics respectively, but it was in fact conducted within a day on Aug 21 last', Sagma claimed.
DDSE orders early repair of schools
ITANAGAR, Oct 07: Siang DDSE, Odhuk Tabing has ordered the School Management Committees of Government Residential School Rengo and KGBV of Boleng, which were badly damaged in a storm which hit the area on Oct 3 last, to repair the schools within a week to ensure the classes resume at the earliest. The repair work would be taken up with proper funding from the SSA.
The order came after a meeting was convened under the chairmanship of Boleng ADC which was attended by Tabing, DPC (SSA), Tadang Mibang, DPC (RMSA), Tachong Boko, DAEO, Taram Mize, DPC (MDM) Amitab Pejik and the entire block functionaries of Pangin, Riga and Boleng.
Power supply sought
ITANAGAR, Oct 07: Claiming that electricity supply to Dissing Passo Circle under East Kameng remains disrupted for over a year despite the area being electrified under the RGGVY five years ago, the Upper Baliso ASM, Doko Kino has in a release on Friday appealed to the Chief Engineer (P) WEZ, Dept of Power, Itanagar to take immediate steps for ensuring uninterrupted power supply in the Circle.
There is regular disruption of power supply in Dissing Passo Circle for over a year now causing much hardship to the people, the ASM informed and further appealed to the Chief Minister, Minister for Power (E) and local MLA to look into the issue at the earliest.
Seminar on NE India's emerging realities
ITANAGAR, Oct 07: A two-day national seminar on the topic 'The North East India: Issues, Dynamics and Emerging Realities' has started at mini auditorium, Rajiv Gandhi University campus, Rono Hills on Friday. It is being jointly organized by the Rajiv Gandhi University Research Scholars' Forum (RGURSF) in collaboration with the RGU's Department of Economics.
RGU Vice-Chancellor, Professor Tamo Mibang, who presided over the inaugural session, professors A. Mitra, N.C. Roy, Assistant Professor Dr. Maila Lama from Economics department, Professor S.K. Singh, Dean, Faculty of Social Sciences, RGU also spoke on the occasion.
Professor Bhupen Sharma, Director, Omeo Kumar Das Institute of Social Change and Development delivered the key note address.
Altogether, 43 papers from different disciplines have been selected for the two days seminar. The participants include faculties and research scholars from different universities and colleges of the country.
Painting competition
ROING, Oct 07: A painting competition on disaster risk reduction was conducted among students of 15 schools of Lower Dibang Valley by DDMA on Friday and results were declared on the same day.
Teresa Tayeng of GHSS, Roing, Agu Lego of Divine Word School and Bozen Dulom of KV, Roing bagged the first, second and third prizes in 10-15 years age category.
Mago Misu of Divine Word School, Kento Yirang of Govt. Sec School Meka and Zenu Mekola of Divine Word School Roing stood first, second and third respectively in the age group to 6-10.

Lohit GH gets surgical equipments from ONGC
TEZU, Oct 07: Lohit Deputy Commissioner Danish Ashraf informed that the General Hospital at Tezu will shortly get Surgical and Anaesthesia equipment under CSR from ONGC.
The hospital was unable to perform regular operations requiring anaesthesia in spite of availability of surgeons and anaesthetist. Realising the hardship, he took up the matter with the ONGCL under CSR and after a prolonged effort ONGC has sanctioned Rs. 24.13 lakh of which Rs. 14.90 lakh has already been allocated as the first Installment. This will now ensure early installation of the required equipment which will be put to immediate use for the welfare of the people residing in the district.
Expressing his satisfaction, the DC appreciated the DPO Tezu, Sh. Sanjay Phukan for the constant liaison with the ONGCL and for prompt submission of the documents, ensuring the early release of fund.
The Deputy Commissioner also informed that similar welfare proposals are also in the pipeline.
NCD cell conducts health camp
YUPIA, Oct 07: The District NCD Cell Yupia conducted health screening camp with the theme "Power Your Life" at the auditorium of the PTC Banderdewa on Friday.
The doctors and the NCD staff carried out the health screening among 283 persons out of which 29 suspected hypertension, 24 diabetes, 14 diabetes with hypertension, 30 obesity and 20 overweight cases were detected.
The DMO Dr. Tasso Kampu, DRCHO Dr. J Ado and DANO Dr. T. Raju attended the camp and addressed the gathering.

RGU conducts workshop on Tangam language documentation
ITANAGAR, Oct 07: The Centre for Endangered Languages (CFEL) under Arunachal Institute of Tribal Studies (AITS), Rajiv Gandhi University, Doimukh organized four-day long intensive workshop on Tangam language documentation began here on Friday.
The main objective of the workshop is to carry out language documentation and also document endangered folk genres of the lesser-known variety of Adi language. Tangam is a critically endangered language group which is spoken by least populated community of Kugging Village, Upper Siang. Kugging village is also referred to as the last Adi village by the members which is approximately 19 Kms from Tuting headquarter.
Members of the community also interacted with RGU Vice Chancellor, Prof. Tamo Mibang along with coordinator of the workshop Rejhoney Borang, senior research fellow, CFEL, RGU and CFEL research team. The workshop is one of the series of workshop to be conducted by CFEL, RGU, Doimukh in collaboration with community members of endangered language groups of Arunachal Pradesh.
Children’s Film Festival
TEZU, Oct 07: With an aim to provide wholesome education and to assess the quality of education being provided to children of Lohit, Deputy Commissioner Danish Ashraf has came out with an infotainment base initiative - "Children's Film Festival", wherein short cartoons or movies based on different awareness themes will be shown to them and after that a simple test of all participating students will be done.
This test will be used as a tool of assessment for the educational level of childrens and to know how well teachers are performing in their respective classes.
Some children of all the classes from 1-10 from different schools of Lohit will be selected for the festival which is scheduled to begin on October 16.
As per the advice of Education Minister Honchun Ngandam, who recently visited Lohit to attend various education related programmes, the DC and other HoDs of the district administration will also participate in this festival and make children aware about the administrative machinery and department based initiatives.
The values and ideas behind different schemes of Gol such as Swacch Bharat Mission, Beti Bachao Beti Padhao, etc will also be discussed with the children.
During the inaugural session children from class 1-6 will be covered. Mostly, weekends preferably Saturday, will be used for this festival.
State-level Kala Utsav competition held
ITANAGAR, Oct 07: State Rashtriya Madhaymik Shiksha Abhiya (RMSA) Rajya Mission conducted a state- level competition for Kala Utsav, 2016 at Banquet Hall here on Friday.
Kala Utsav is an initiative of Ministry of Human Resource Development to promote arts in education by nurturing and showcasing the artistic talent of school students at the secondary stage in the country.
The winners of the state level competition for Kala Utsav are; GSS Rupa, West Kameng (Visual Arts), GSS Balek, East Siang (Music), GHSS Aalo, West Siang (Dance) and GHSS Itanagar, Papumpare (Theatre). The participants of different events will be attending the National Level Kala Utsav competition at New Delhi which will begin on Nov 15 next.

KHONSA, Oct 07: The Tirap DEO has launched the drafting of photo electoral rolls at Khonsa. on Thursday.
In this regards, the DEO held a meeting with all the political parties, prominent public leaders and students recently at NBF Hall and directed them to spread awareness among the youth of entire Tirap district by involving all the stakes holders.
As fixed by ECI, two special campaigns on October 9 and 23 will be organized with theme, wherein emphasis would be given on enrolment of new electors, who have attained or will attain the age of 18 years on January 1, 2017.

Forum opposes CoSAAP's demand for withdrawal of NOC system
ITANAGAR, Oct 07: The Arunachal Vigilance Forum (AVF) on Friday strongly opposed the demands of Confederation of Service Association of Arunachal Pradesh (CoSAAP), wherein the state employees association demanded the Chief Secretary to withdrawal of No Objection Certificate (NOC). In its nine point's charter of demands, the CoSAAP urged the Chief Secretary to withdraw NOC system for promotion and retirement.
The forum in a representation to CS strongly opposed the CoSAAP's demand stating that decision for making mandatory to obtain NOC for government employees from the competent authority is appreciable move by the state government. "This is welcome step by the state government and surely minimise level of corruption practised by the govt employees" AVF stated while appreciating the government decision.
Expressing shocked; the forum claimed that some section of society is seeking for withdrawal and abolition of NOC system instead of appreciating the government. It opined that withdrawal of NOC system would encourage corruption manifolds such as rampant encroachment of government land. The forum viewed that in order to make the state free from corruption the NOC system should be strictly implemented in letter and spirit.

Good move by PS education
The mushrooming of private universities in Arunachal has become matter of serious concern for everyone. In the last five years several private universities have been started in the state. Most of these universities are not following the UGC guidelines. They are selling degrees and churning out degree holders with no quality education. Unfortunately education department has miserably failed to keep a tap on the activities of these universities. From time to time NGOs as well as eminent scholars have been expressing concern over sudden sprouting of so many private universities but department has kept mum over it.
The private universities are playing with life of thousands of students. Many of these students come from poor economic background and are studying in private universities as they can’t go outside the state to pursue courses of their choices. If things go wrong, it will have catastrophic effect on society. Therefore it is duty of state government to check whether private universities operating in the state are properly following the laid down norms It is in this context that parliamentary secretary for education Bamang Felix’s appeal to the private universities of Arunachal to impart quality education and not to play with careers of the students matters a lot. Yesterday while visiting a private university at Pasighat Felix asked them not to make the institution as commercial hub. This is a timely intervention. Parliamentary Secretary for education Bamang Felix deserves appreciation for talking tough against private universities. Hopefully education department will take cue from their boss and keep up the pressure on these private universities.

Worship mother earth
Dear Editor,
Human societies all around the World acclaim to have moved fast towards development, modernity, knowledge but humans are increasingly suffering and dying from myriad diseases, disasters; crimes, social turmoil and fighting; shortage of healthy food items, water and air; lack of happiness, contentment, peace, etc.
But mankind is simply developing and only bringing certain changes in their states of existence at a given point of time just for the sake of effecting change without being mindful about unfathomable damages to Nature and the sea of harmful consequences.
When mankind takes the path of holistic progress with simultaneous caring for safety and welfare of every entity inclusive of their own in the Earth, then only worthwhile material prosperity, health and safety, happiness and peace shall be attainable.
Worshipping one's own handmade toys as God while endlessly harming the real godly figure is not going to minimize and mitigate sufferings, and it didn't help during these ten thousand years of existence.
Worship the whole Universe, Mother Earth and all her infinite entities because they are the real godly entities to lead and bless the humanity towards progress.

Clarification
Dear Editor,
This is regarding the news item published today in your daily under the headline, "Private Universities asked to impart Quality Education.” With reference to the above news item, on behalf of the Apex Professional University, Pasighat would like to lay down following points for clarification.
1. Parliamentary Secretary for Education Bamang Felix visited our University from 2:20 PM onwards. He visited our administrative cum arts building where teaching is conducted for courses under School of Languages and Humanities and School of Social Science. The timing of the conduct of teaching is from 09:00 AM to 01:30 PM for these courses. At the time of his arrival students had finished their classes and left.
2. Faculty in our University work as per workload given by UGC from time to time.
3. The Parliamentary Secretary Education had a good interactive session with all teaching staff present.
4. Due to the busy schedule of the Parliamentary Secretary Education, he expressed his unwillingness to visit the science block of the University where students of B.Sc/M.Sc were doing their practical work. He has assured the university, that during his next visit, he will visit all academic blocks.
